Add <folk-gov-circuit> component with interactive SVG canvas pre-loaded with 3 demo governance circuits. 8 node types (signoff, threshold, knob, project, quadratic, conviction, multisig, sankey) with pan/zoom, node dragging, Bezier wiring, palette sidebar, and detail panel.
