Add ExternalTimeLog schema and REST endpoints for ingesting time entries from backlog-md CLI. Auto-creates commitments, links to existing tasks, and supports solo settlement with reputation/skill curve updates. New Fulfillment dashboard tab shows time logs, skill totals with progress bars, and inline settle buttons. Export-to-backlog endpoint enables importing rTime tasks into local backlog.
